Costs involved to turbo charge a starlet

Surely you can't turbo a NA engine unless you can prove that emissions wont increase????

Im just in the middle of turbo'ing a stock starlet for low boost(around 6 psi)

how plausable is the idea of someone like me who has little experience working on cars (except basic things like changing filters and what not)
to get a half cut glanza and put the 4EFTE in my stock EP91 by myself, with a basic guide of What-To-Do, to work with?
Yeah I'd half to hire a lifter wouldn't I?

My run down so far:
GT turbo, manifold, HDI cooler kit= $350 (second hand, bargain)
Haltech E6X= $480 (used)
4AGZE injectors with servicing and flow testing= $200
After market tacho= $20 (used)
New boost gauge= $50
Oil filter relocator= $70
Aeroflow fittings= $70
Oil return sump fitting/welding= $20
New CT9 oil feed/drain flange= $40
Turbo oil feed line= $110
4efte water thermostat= $50 (used)
Turbo water feed/return hose= $30
Custom exhaust= $550
JEM tune/wiring/servicing= $1000
4EFTE Dizzy= $80
Cushion button clutch with install= $900
